General Hospital: Are Hayden and Elizabeth sisters?

So this week the viewers of General Hospital have gotten to meet Hayden's mother. The viewers now know that the diamonds that Nikolas and Hayden have have been fighting over were/are actually Hayden's mothers diamonds. Hayden's mother is broke and needs her diamonds back so she can live the lifestyle she is accustomed too.

Rumors are already circulating that Hayden and Elizabeth are sisters but the rumors are saying that they are 1/2 sisters having Hayden's father in common.  WHY?  Why can't the common parent be Hayden's mother?  

Why wouldn't have it been possible that Hayden's mother had an affair with Dr. Jeff Webber, Elizabeth's father?  

Franco and Elizabeth a couple?  

The writers are definitely heading for an Elizabeth and Franco coupling.  Do the viewers think this is a bad idea?
